Policy Coherence between the Draft Policy Recommendations on Inequality, the Sustainable Development Goals, the CFS Framework for Action and the WFP Strategic Plan

This document explores the urgent need for stronger policy coherence across global food security and development frameworks, including the SDGs, the CFS Framework for Action, and the WFP Strategic Plan.

It highlights a critical challenge: while multiple global policies aim to address hunger, inequality, and food insecurity, they often operate in silos. This fragmentation weakens their collective impact and can result in inconsistent or incomplete responses, particularly for the most vulnerable populations.

The paper calls for a more unified approach that aligns these major frameworks around shared goals, with a strong emphasis on equity and the principle of “leaving no one behind.” It stresses that those in fragile and conflict-affected settings are most at risk of being excluded when coordination is weak.

It argues that improving policy coherence is not just a technical issue, but a necessary step to strengthen global action on hunger, reduce inequality, and deliver more effective and equitable food systems outcomes.
